Persisitent calls for a separate telangna has forced minority muslims to firmly oppose the demand, as a history of oppression haunts, says Naresh Nunna


Even as the demand for separate statehood for Telangan region in Andhra Pradesh continues to intensify by the day, an agitation is slowly but surely brewing among the local Muslim community. The cause behind this antagonism – and opposition – of the Muslim politicians and organisations towards the formation of a new state is their deep-rooted fear of ‘oppression’, the fear that history will repeat itself and the minorities may lose their stack in the ‘Saffron’ Telangana. “Muslim opposition to a separate Telangana is not new. We opposed Telangana state during the violent agitation in 1969 too. And this opposition has continued till date,” Asaduddin Owaisi, the new boss of Majlis-e-Ittehadul Muslimeen (MIM) told TSI.

So what are the reasons for Muslim reluctance, when a large majority of the region’s populace as well as political parties are demanding a Telangana state? A fear of sharp communal polarisation, which will jeopardise the interests of the minorities, say leaders of Muslim United Forum (MUF), of which MIM is a member group. The forum leaders feel that the psyche of the average Telangana Hindu and the psyche of the political outfits, irrespective of their affiliations, have been distorted with anti-Muslim ferment, with the bitter memories of atrocious Razakars in Telangana armed struggle. “Razakars, the brutal Muslim private army during the Nizam’s regime, had persecuted innocent masses in connivance with Deshmuks and other feudal Lords. Though more than 50 per cent of them were non-Muslims, the Telangana armed struggle was basically portrayed to be anti-Muslim,” says Sk Yusuf Baba, an analyist of the MUF.

In the aftermath of the police action against the armed struggle, several thousand Muslim men were killed by hoodlums, their women raped or forced to commit suicide by jumping into wells to save their honour. Muslim properties were burnt and their agricultural lands were grabbed, resulting in large-scale migration from the rural area and towns in the affected districts to Hyderabad. However, due to the prevalence of communal enmity towards the Muslim masses, these cases of heinous atrocities on this community living in several outlying districts in Marathwada and Hyderabad-Karnatak region of erstwhile Hyderabad state were buried on the sly, he averred.

The MUF leaders say that besides ‘communal’ parties like the Bharatiya Janata Party, even the ‘so-called secular parties’ like Telangana Rashtra Samiti (TRS), which claims to be the cultural spearhead of Telangana, are dominated by leaders with the background of rightwing Hindu groups like the Rashtriya Swayamsevak Sangh (RSS). The MUF leaders point out the absolute absence of Muslim leaders in TRS as inference to their argument. After being transformed from the ruling class to the ruled overnight, following the police action against the Nizam’s Hyderabad state in 1948, the Muslims were brought to an acute sense of insecurity with the Hyderabad trifurcation, which divided them into three political and geographical entities. With the change in official language in government offices, thousands of Muslim employees, who only knew Urdu, remained jobless and obviously were necked out. Thus, socio-economic deprivation of the Muslims, which began in the early 1950s, got accentuated with systematic exploitation of Telangana.

While Obama has mesmerised the world, his equation with India is still to be seen

Indo-US ties: the NPT spectre that’s obama


India’s nuclear status underwent a radical change after the Nuclear Suppliers Group waiver in September 2008 and the signing of 123 Agreement with the US in October. With this, India becomes a de-facto member of the nuke club and will have to harmonise its positions accordingly.

Another immediate exigency is, what priority and weight Obama will give to nuclear non-proliferation. US policies under Bush were more India-friendly and this was evident in the early months of the Bush tenure in 2001 – when he rejected the CTBT (Comprehensive Test Ban Treaty) and the ABM (Anti-Ballistic Missile) as treaties – since he believed that they were not in the interest of US national security. Obama, on the other hand, has a more predictable Democratic position, a kind of nuclear non-proliferation zealotry. If Obama’s top advisers decide to make this an immediate and determined foreign/security policy, CTBT is likely to come back into focus. This will amount to pressure on India to sign the treaty, and then New Delhi would have to arrive at a quick decision. And, as India will have a new government before May 2009, this decision requires national consensus. My own long held view is that after the voluntary testing moratorium accepted by the Vajpayee-led NDA government in May 1998; this position can be converted into a legal obligation without any serious setback to national strategic security. Similarly, the FMCT (Fissile Material Cut-off Treaty) will also start though China may take more time to decide.

Obama’s support to global disarmament is congruent with the Indian position since the Nehru years. If Obama is serious about this goal, the India and US will have an area for truly historic and tectonic co-operation. On the other hand, if Obama advisers seek to interpret the July 2005 civilian nuclear co-operation agreement in an anti-Indian manner, that adversely impacts Indian sensitivities, then the relationship would be strained. But it must be added that there is nothing as of now to suggest that this potential exigency will become a reality.

In other two areas of concern to India – global terror and Pakistan (which are interlinked) – Obama’s statements need to be carefully monitored. Pakistan and Afghanistan are of high concern to him and he might reduce US military in Iraq and shift them to the Pak-Afghan theatre. Reportedly, Obama wants quick resolution of the Kashmir issue so that Pakistan troops can focus on its western borders. In this regard, Bill Clinton’s name has been mooted for special envoy. India has made it clear that Kashmir is a bilateral issue with Pakistan and an unwanted third party activism should be avoided. However, discreet facilitation that will lead to an abiding and consensual resolution of the Indo-Pak problem need not be rejected in a prickly manner by New Delhi. Hence, on Pakistan and the related terrorism issue, India ought to display the pragmatic flexibility and creative diplomacy that led to the success of July 2005.

Your cover story 'Will Mumbai Burn’ was an eye-opener for those who are still sleeping. If Raj Thackeray has any conscience then he should regret his act. Targeting poor youth is no solution. No doubt, many prominent politicians of Maharashtra have supported the cause, which Thackeray espoused with his own brand of vandalism. If Raj is a human then why did his heart not melt seeing the plight of fellow Indians? If a Marathi and a Bihari go to his home seeking help, then he has to choose. But will he kill the Bihari who has come to seek his help for no reason? He knows the importance of North Indian labour force and if they return to their states then the forward march of Mahararstra’s economy would come to a halt. Raj should organise 'Chhath Puja' himself and extend friendship towards them. He will be surprised with the warm response.

'Descent'ralisation?

Decentralisation has done more harm than good to India….


The fight for decentralisation and hence, more power in the hands of the state governments, has been a pertinent case for long. For decades, several Indian states have blamed the partisan politics and the bias of the Indian central government for the lack (or stalling) of development in their respective territories. Therefore, over the years there has been significant devolution of central power in favour of the states. For ministries like panchayati raj, education, agriculture and rural development, while the money has been sanctioned by the respective Central ministries, the onus was definitely lying with the state governments as to how the money given is to be spent in the said financial year. Yet, with the passage of time, it is highly evident that anything controlled and monitored by the Central government has been rightly tackled, thereby, yielding better results. For example, consider the national highways constructed and maintained by the nodal agency called National Highway Authority of India. The quality and smoothness of these national highways stand in stark contrast to the piteous conditions of the state-owned ones. Also, the conditions of the municipality-managed-city-roads are far from "better". Most of India’s blue chip PSUs like NTPC, ONGC, IOCL BHEL, Nuclear Power Corporation and SAIL, or banks like SBI, Bank of Baroda and Allahabad Bank, or research organisations like DRDO, ISRO, BARC and CSIR are centrally owned. Now, opposing these centrally branded varients are the many inefficiently run state government corporations (barring most Gujarat PSUs) that barely witnessing any profit inflow.

Likewise, even though law and order remains a state subject, wherein the states continue to fight against the formation of a central law enforcement agency, these very state bodies literally seem to destroy policing in their respective regions. They have not only kept the force subservient to the polity’s dictums, but have also created lack of amenities, training, low remuneration and defunct intelligence machineries, contributing to create a demotivated force that repeatedly fail to perform duties proficiently. Be it hooliganism in Mumbai, riots in Orissa and Karnataka or relentless terror attacks across India, the states seem to remain clueless of any appropriate actions. Its only when things go absolutely out of control that they seek help from the Center. Similarly, agriculture, being a state subject, remains shackled till date. The sector not only faces complete lack of capital investments but also sees relentless suicides of debt-ridden farmers.

Today's identity politics (and the resultant violence) is a residue of the aspirations of regional political parties, trying to consolidate their regional vote banks with utter disregard to national integrity. A strong central government, with more discretionary powers, would have perhaps created a far better India than what it is today. Nothing can be worse than witnessing terror rattling India when foreigners are mistreated in s Goa, or when non-Marathas are beaten up in Maharashtra. The Union Government, knowing that law and order is but a state subjects, chooses to remain a mute spectator; and it seems it shall remain so that even if this fallacy someday destroys the very concept of India, disintegrating it altogether.

Unmindful of her own murky track record, Uttar pradesh Chief Minister Mayawati has been working overtime to deny campaign space to her rivals



But Mayawati was in no mood to relent. And three days later a report by her principal secretary, Net Ram, introduced a technical snag, saying the 189.25 hectares of factory land had been allotted without the state's consent and would have to be returned till such consent was granted. Quite forgetting that the factory's foundation had been laid in February last year, Mayawati accused the Congress of "dirty politics" and asked: "Why has the party woken up so late?"

This had Sonia Gandhi demanding a Rs 5,000 crore-package for the industrial revival of Rae Bareli and Sultanpur. But it is pretty much certain that like the Rs 80,000 crore Sonia had earlier sought for Bundelkhand and Purvanchal, this one too would be passed over.

Commented Sri Prakash Jaiswal, Minister of State for Home: "This is politics at its most vicious. We have seen nothing like this before." And the developments led Girish Pandey, the BJP nominee who fought the 2004 election against Sonia Gandhi, to describe the whole thing as "a big joke directed at the people of Rae Bareli."

So what exactly is Behenji's trip? The same old one of course: That she alone is concerned about how Uttar Pradesh fares – the Gandhi bastions included – and also the only person competent to see the projects through. And to make sure she was heard and believed by all in the state, she made it a point to bring up the Congress agitation last August to protest the grant of 400 acres in and around her parental village of Badalpur on the UP-Delhi border for setting up of a recreation centre and a green belt. Yes, all know that in a pre-election year Mayawati is loath to have the Congress score any political points.

Behenji's second swipe was aimed at Amethi MP Rahul Gandhi, soon after the Chandrashekhar Azad University of Agriculture and Technology in Kanpur invited him over. When the young Gandhi arrived on October 24 it was only to find the auditorium closed. Apparently, Maya's men had succeeded in persuading the vice-chancellor, V.K. Suri, to ensure Gandhi stayed away -- a charge the government hotly denies. But Maya's critics insist that the V-C had been pressured to scrap the function. The specious line the government took was that the few students who had not gone home for Diwali had no interest in meeting Rahul.

After reading the article - ‘Women’s lib in a Bihar Village’ (TSI 6 Oct-12 Oct 2008) , I feel happy to know that women there achieved something that men could not.Bihar is infamous for all the wrong reasons so far, so now there is something to cheer about. The entrepreneurship of the strong willed women in a small village really needs to be highlighted and your magazine has done it very well. I wish that TSI keeps track on their progress. While a Pandit Ravi Shankar is known by many music lovers, there are thousands from different parts of our country still waiting for their time to come. AR Rehman, another widely popular musician from our country, says, “Each state has got its own tradition and expertise that is still undiscovered” and adds, “I feel proud of the fact that Ustad Bade Ghulam Ali Khan, Kumar Gandharva have done stuff that cannot be repeated.”

So far several artists have gained from the world music movement, but compare the popularity and the money Rihanna and Nitin Sawhney are raking in and anyone can see that there are miles to go before artists around the world will get their due applause. Meanwhile, I implore everyone to look beyond Bollywood, beyond the Britneys and P Diddys and soak in the Saharan strains, groove with the Arabian melodies and drown in the bewitching gypsy rhythms…

Who will bell the cat?

This is in reference to Prasoon Majumdar's write-up (TSI October 12). It brought out some more shocking facts about our protecting force. ‘Police force’ is for the protection of the fellow citizens, but in many cases, they are found to be on the opposite side of the fence and far from efficient. As the write-up said, they are regarded as the most corrupted lot. They are oppressive and have utterly failed to secure the confidence and cooperation of the general public. In the Orissa and Karnatka violence, they become mute spectators. Why is there so much delay in taking action against these corrupt policemen? The question that arises now is "Who will bell the cat?" How can a reputed judicial system close their eyes on such atrocities by the police force? As the write-up suggested, a private police force can definitely bring about a change in the present scenario.

Unguarded coastline allows pirates to hold peace at ransom


The mention of ‘Pirates’ would inevitably make people’s minds to drift away to the intriguing trilogy made in Hollywood (The Pirates of Caribbean series) where the audience was enchanted with the adventures of the infamous ‘Jack Sparrow’. However, the reality is a stark contrast and frighteningly so. And the seriousness of the matter is gravely undermined.

Let’s say, when was the last time that a plane was hijacked? Apropos, all would definitely remember the famous 9/11 attack (WTC in US) and some might even remember the hijack of Atlasjet MD-80 en route to Turkey. But when asked about when was the last time a ship was hijacked, there apparently is an awkward silence in most of the cases. What’s noteworthy here is the apathy towards the victims of pirate-ridden ships.

With its political situation remaining in a total chaotic state for almost two decades now, Somalia can be unmistakably crowned the reigning king for being the hub of piracy. What with around 54 pirate attacks already having terrorised the Somalian seas in 2008 itself! And the real irony here is that while the number of pirate attacks across the globe has appeased overtime from 329 in 2004 to 263 in 2007 (a decent decreased in three years' time), the same in Somalia seems to be on the rise from 10 in 2004 to 44 in 2007 (an unwelcome increase within the same span).

To make matters worse, a glance at the geopolitical aspect of Somalia suggests there is least scope for the situation to improve. The crux of the problem is that the business of pirates has now deeply percolated to the warlords, corrupt businessmen and clan-wise segregated groups who have learnt the art of terrorising the ships in the Somalian seas (for many different motives) while being ashore. And the devastated political structure of Somalia is devoid of any power to bust this aggravating pirate network. Although international warships of UN Security Council have entered the Somalian waters, a vast portion of the coastline near Africa remains unguarded, thereby giving these pirates a plethora of opportunities to hijack the water vessels and earn millions in ransom.

It truly is amusing that when the whole world is vainglorious of being in an almost omnipotent technologically advanced era teamed with military erudition, one of the busiest sea routes is simply left at the mercy of pirates.

These particular types of mortgage-backed securities have quite the potential for delivering profits to wholesale finance, for devastating the savings of modest-income households, and for leading to macro-crises. The potential for devastating household losses is also vast, as we have seen with the sharp jump in 2005-06 in home foreclosures among low-and-modest-income households under these new types of mortgages; foreclosures are expected to reach their highest point in 2010-11. Finally, the potential for macro-level crises is unexpectedly strong, though partial, as indicated by the so-called “sub-prime mortgage crisis” that exploded in 2007. Given the globality and interconnection of financial markets, when something goes wrong with the new mortgage-backed securities in one country, the spill-over effects can be massive and go well beyond the originating country.

In my analysis of the subprime crisis, two dynamics of financial markets have come together. Both arise out of the interlinking of markets. One is usually described as a spillover effect; in this case, it is a spillover from US markets to the rest of the world. The second, less noted, is the network effect that arises from the fact that more and more firms use financial instruments that are meant to export risk: in electronically linked markets this becomes a network effect that hits all firms back. I address each in turn.

US market has been far more aggressive in developing high-risk instruments than other countries showing extremely high incidence of mortgages in their GDP, and hence it is in the US that the subprime mortgage crisis begins. The viral infection of sub-prime mortgages originated in the United States but spread to other countries given the globalisation of financial markets.

Russia O’ Russia... why hast thou been forsaken?


The predictable Russian response drove Georgian forces out of South Ossetia, and Russia went on to conquer parts of Georgia, then partially withdrawing to the vicinity of South Ossetia. There were many casualties and atrocities. As is normal, the innocent suffered severely. In the background of the Caucasus tragedy lie two crucial issues. One is control over natural gas and oil pipelines from Azerbaijan to the West. Georgia was chosen by Bill Clinton to bypass Russia and Iran, also heavily militarised for the purpose. Hence Georgia is “a very major and strategic asset to us,” Zbigniew Brzezinski observes.

It is noteworthy that analysts are becoming less reticent in explaining real US motives in the region as pretexts of dire threats and liberation fade and it becomes more difficult to deflect Iraqi demands for withdrawal of the occupying army. Thus the editors of The Washington Post admonished Barack Obama for regarding Afghanistan as “the central front” for the United States, reminding him that Iraq “lies at the geopolitical centre of the Middle East and contains some of the world’s largest oil reserves,” and Afghanistan’s “strategic importance pales beside that of Iraq.” A welcome, if belated, recognition of reality about US invasion.

The second divisive issue in the Caucasus is expansion of NATO to the East. As the Soviet Union collapsed, Mikhail Gorbachev made a concession that was astonishing in the light of recent history and strategic realities: He agreed to allow a united Germany to join a hostile military alliance.

Gorbachev agreed to the concession on the basis of “assurances that NATO would not extend its jurisdiction to the east, ‘not one inch’ in (Secretary of State) Jim Baker’s exact words,” according to Jack Matlock, the US Ambassador to Russia in the crucial years 1987 to 1991. Clinton quickly reneged on that commitment, also dismissing Gorbachev’s effort to end the Cold War with cooperation among partners. And NATO rejected a Russian proposal for a nuclear-weapons-free-zone from the Arctic to the Black Sea, which would have “interfered with plans to extend NATO,” strategic analyst and former NATO planner Michael McGwire observes.

Gorbachev’s hopes were abandoned in favour of US triumphalism. Clinton’s steps were sharply escalated by Bush’s aggressive actions. Matlock writes that Russia might have tolerated incorporation of former Russian satellites into NATO if US “had not bombed Serbia and continued expanding. But, in the final analysis, ABM missiles in Poland, and the drive for Georgia and Ukraine in NATO crossed absolute red lines. The insistence on recognising Kosovo independence was sort of the very last straw. Putin had learned that concessions to US were not being reciprocated, but used to promote US dominance in the world. Once he had the strength to resist, he did so” in Georgia. There is much talk about a “new cold war” instigated by brutal Russian behaviour in Georgia. One cannot fail to be alarmed by new US naval contingents in the Black Sea – the counterpart would hardly be tolerated in the Gulf of Mexico – and other signs of confrontation. Efforts to expand NATO to Ukraine, now contemplated, could become extremely hazardous.

Nonetheless, a new Cold War seems unlikely. We should begin by knowing about the old Cold War. Fevered rhetoric aside, the Cold War was a tacit compact in which each contestant was free to resort to violence and subversion to control its own domains: for Russia, its Eastern neighbours; for the global superpower, most of the world. Human society might not survive a resurrection of anything like that.

An alternative is the Gorbachev vision rejected by Clinton and undermined by Bush. Sane advice along these lines has recently been given by former Israeli Foreign Minister and historian Shlomo ben-Ami: “Russia must seek genuine strategic partnership with US, and the latter must understand that, when excluded and despised, Russia can be a major global spoiler. Ignored and humiliated by US since the Cold War ended, Russia needs integration into a new global order that respects its interests as a resurgent power, not an anti-Western strategy of confrontation.”
