Naxalism gradually spread. When Jharkhand was still a part of Bihar, 12 districts were naxal infested, now the number stands at 22 districts… that is, the entire state. Till date, more than 1,500 persons, mostly police personnel, have been killed by the naxals. Money for modernising the police force has been spent to purchase cars for ministers and personnel trained to combat naxalites are now their bodyguards.

Ministers regularly use choppers to move from one place to another within capital city Ranchi. And income-tax raid yielded Rs three crore from an engineer appointed on a daily wage basis; so it is a mere guess how much worth of property would show up in raids on ministers like Enos Ekka and Harinarayan Rai: Rs 50 crore! In fact, one minister managed to lay a pucca road from his own home to that of his prospective parents-in-law just before his wedding. And though it is true that poverty has slipped by two per cent in the state, its per capita income remains a mere Rs 7,500, as against the national average of Rs 29,382.

Compare that to Chhattisgarh, where the per capita income today is Rs 29,621, a little above the national average, and budgetary allocation has reached Rs 22,111 crore. The BPL families are getting rice at Rs two per kg under the regime of Dr Raman Singh. Under Madhya Pradesh, this region, made a state in 2000, had received Rs 95 crore for road making, but now they are spending Rs 1,400 crore, carpeting the state with 12,000 km of excellent roads. In terms of industrial investments, Chhattisgarh is second to Gujarat. Whereas literacy stands still at 54 per cent in Jharkhand, in Uttarakhand, it is already 75 per cent and the per capita income is Rs 12,000 crore. Hydel power generation is likely to peak at 5,000 MW in the next two years and tourism is booming. Today, Jharkhand lies in political coma, under President’s Rule. But there is no guarantee that the rule by any party will not again lapse into painful misrule!
